I've attached some pics below. One is an old Dish satellite outside, the other is something on the wall. They do not look like a screw driver could remove them. Any suggestions?

The product securing the dish bracket are DRIVE ANCHORS, and a fairly easily removed.

Using a center punch and a heavy hammer you drive the pin thru the washer and the washer will separate, which then allows the bracket to be removed. You can then continue to drive the pin below the surface, and fill the hole.

There may be some UTUBS for this.

Were it I, I'd simply attempt to lift the plate in the 2nd photo, using a putty knife.
