    If the nail or screw had touched the hot to the neut as you earlier indicated causing some kind of 120volt anomoly on the neut, you would blow the breaker in less than a second. you would never have had the chance to even measure voltage.

    If it is a pain to get to either end, just set a skill saw to cut 3/4 inch into studs, and cut a path from a to b that is 1 inch wide then staple wire to back of notches and put a metal nail plate over them. This may be easier and is very legal. Good luck...

    That is exactly correct Joe, your trouble shooting skills are right on. The neutral slowly burned itself the rest of the way apart over time. The breaker would of never held, from the time the screw was installed. Was this person a licensed electrician by chance?

    what did'nt show up in speedy's post is the number 5 before the 'symbol. you must be within 5' of the foundation or slab (where the pipe enters the building line) when you hook to water line. And you will also need the grnd rods I spoke of. Good luck.....

    is your entire house plastic plumbing including main line coming in? if so you should have two ground rods outside, with a #6 copper to them from neutral bar.
